Prof. Dr. Andreas Rein appointed as an expert to the commission for streamlining consumer insolvency proceedings

Prof. Dr. Andreas Rein, Professor of Social Benefits Law at the Department of Social and Health Care at Ludwigshafen University of Business and Society (HWG LU), has been appointed to the joint commission of the German Association of Insolvency Administrators and Trustees (VID) and the German Bar Association (DAV). The commission will develop proposals for streamlining and digitalizing consumer insolvency proceedings by October of this year to support the work of the Federal Ministry of Justice and Consumer Protection (BMJV) and the federal states.

The commission is made up of eleven experts from the judiciary, academia and practice and is chaired by the former head of the BMJV's Administration of Justice Department, former Ministerial Director Marie Luise Graf-Schlicker. In addition to the chairwoman and Prof. Dr. Andreas Rein from the HWG LU, the members of the commission are lawyer Hildegard Allemand (DAV), lawyer Dr. Kristof Biehl (spokesman for the AGIS working group on consumer insolvency and residual debt discharge), Dr. Daniel Brzoza (Ministry of Justice NRW), lawyer Dr. Robert Hänel (VID Board), former judge Prof. Dr. Hans-Ulrich Heyer, Jan Klein (Ministry of Justice NRW), lawyer Frank Lackmann (Caritasverband für das Bistum Aachen e.V./AG SBV), Ines Moers (Managing Director of Bundesarbeitsgemeinschaft Schuldnerberatung) and lawyer Dr. Christoph Niering (Chairman VID).

Prof. Dr. Andreas Rein has been educating and researching debtor counseling and insolvency law at Ludwigshafen University of Applied Sciences since 2010 and has written numerous publications on the subject. He is also a member of the Advisory Board of the Federal Working Group for Debtor Counseling (BAG SB), Berlin, now in his 3rd term of office, a member of the Editorial Advisory Board of the Journal for Consumer and Private Insolvency Law (ZVI) since 2013 and a member of the Jurisprudence Working Group of the Federal Working Group for Debtor Counseling e. V. since 2018. In November 2025, Prof. Dr. Andreas Rein also testified as an expert before the Committee on Legal Affairs and Consumer Protection of the German Bundestag as part of the hearing on the so-called Debtor Counselling Services Act on the financing of debtor counselling.
