Transfer of insolvency counseling to municipalities

Project managementCaro Berndt, Prof. Dr. Andreas Rein (University of Applied Sciences for Business and Society)
Project periodJanuary 2021 to January 2023
FundingFriedrich-Ebert-Stiftung and University of Business and Society
Project description

The study examined the question of how the resources available to debtor and insolvency counseling centers can be improved and looked in particular at the model of transferring insolvency counseling from the state to the municipalities, as was already introduced in Bavaria in 2019. The results show that it would make sense to merge debtor and insolvency counseling nationwide, but that a good financial and professional framework is also required.

The results of the study (authors: Berndt/Rein) are available athttps://www.fes.de/abteilung-analyse-planung-und-beratung/artikelseite-apb/uebertragung-der-insolvenzberatung-auf-kommunen. A further publication on this topic is entitled "Das Bayerische Modell der Übertragung der Insolvenzberatung auf die Kommunen" in ZVI 2023, 94 (author: Andreas Rein). The results of the study have been presented at several conferences/events and to the SPD parliamentary group in the North Rhine-Westphalian state parliament.
